The fractional share market "has passed its period of rapid growth," according to a report prepared by consulting firm Velocity Group for XOJet, a company that sells flight time in hourly increments. Fractional shareholder growth averaged 2.2 percent per year from 2003 to 2006, but the fractional share fleet actually shrunk a bit, according to Velocity.

Uncertainty about aircraft values in the current market poses a major challenge for the companies that finance their purchase. For many new aircraft, the wait for outfitted delivery is as long as five or six years. This backlog puts a lot of pressure on the pre-owned market, where inventories for some models are at all-time lows.

Like sharks hunting for fresh blood, business jet buyers in 2007 used brokers as sonar to zero in on their hard-to-find prey. Then, early in the acquisition process, some customers tended to over-negotiate, not fully grasping how rapidly the market was changing. Consequently, they let their quarry slip away and once again found themselves swimming against the current.

Don't leave home without it-not if you want simple, guaranteed access to a business jet at a reasonable hourly rate. That's the pitch that has driven the rapid growth of jet card programs. Almost a dozen national companies, including the major fractional and charter fleet providers, now offer these cards. Numerous smaller charter companies also provide jet cards.

The current climate for business aviation financing is not what you might expect. In today's market, you may have to wait three or more years for delivery of a brand-new aircraft. Meanwhile, inventories of many pre-owned models are lower than they've been in several years. With so few aircraft for sale, the financing business must be struggling, right? Wrong.

After a two-year buying spree, business jet sales in 2006 reverted to a more typical cyclical pattern. Overall, sales remained strong, but the year was characterized by ups and downs. We witnessed a lackluster first quarter, followed by a buoyant second quarter and a summer slowdown.
